Conflict with Nature Recovery and Climate Goals

  • The development is expected to generate very high levels of car travel, with most journeys to the site made by private car.
     
  • This would lead to millions of extra vehicle miles each year, increasing carbon emissions and air pollution.
     
  • The scheme relies on expanding road capacity rather than reducing traffic, which could lock in high-carbon travel patterns for decades.
     
  • National Planning Policy Framework (NPPF Paragraph 8(c)) says planning should help support the transition to a low-carbon economy.
     
  • NPPF climate policy encourages development that:
     
    • reduces the need to travel
       
    • supports sustainable transport
       
    • cuts greenhouse gas emissions.
       
  • A development built around heavy car use and road expansion appears to conflict with these national climate objectives.
     
  • Winchester City Council has declared a Climate Emergency and committed to becoming carbon neutral by 2030.
     
  • Planning decisions are expected to support this goal by encouraging low-carbon development and sustainable travel.
     
  • A large out-of-town business park that depends on car commuting could make it harder for the council to meet these targets.
     
  • The site is identified in the Hampshire Local Nature Recovery Strategy (LNRS) as an important area for biodiversity.
     
  • The strategy aims to restore habitats and strengthen wildlife corridors across the district.
     
  • Removing large areas of habitat to build a commercial campus works against the goals of the nature recovery strategy.
     
  • Major developments shape how people travel for many decades.
     
  • Building a development that relies on motorway access and car commuting risks creating long-term carbon emissions and environmental impacts.
     

The Bushfield proposal appears to conflict with both climate and nature recovery goals.

National policy, local climate commitments and the Nature Recovery Strategy all aim to reduce emissions and restore wildlife, while the development would increase traffic, remove habitats and embed a car-dependent pattern of development.
